Letter to Singapore’s Commissioner of Police, Kwang Hwee How

Dear Kwang Hwee,

My name is Frank Lee.

I have been the victim of severe mistreatment by SPF, and SPF appears unwilling to investigate my police report that details my account of when I was severely tortured by IMH personnel in 2024.

1) F/20260416/7056

This report details my account of when I was subjected to severe torture in the form of involuntary brain alteration, and when I was restrained to a bed by my ankles, wrists, and torso for 18 hours. IMH personnel did this to me because I was unwilling to swallow brain-altering pills. I was tortured with the intent to make me obediently swallow brain-destroying psychiatric drugs.

SPF’s Ang Moh Kio Division never even assigned an IO. I called AMK’s investigate branch three times to inquire why an IO had not been assigned, but nothing came of that.

I then visited AMK Division in person to inquire, and I was told that an IO from Central Division by the name Benny Ng was assigned this report. However, judging from my emails to Benny, he appears unwilling to investigate my torture, or any of the other police reports I filed on April 16th that were assigned to him.

2) SPF violated Article 9 Clause 3 of Singapore’s Constitution

On April 17th 2025, while I was crying in public at Raffles Place, I was physically assaulted by four police officers, and then transported by two of them straight to the IMH, where I was confined and subjected to numerous human rights violations over the following three weeks. One of the two officers who transported me to the IMH carried the name Rafael Lee.

I was never brought to a station or allowed to give a statement. And a video of this physical assault was later uploaded to social media with fake subtitles and tampered audio, and seen by approximately half a million Singaporeans.

If what SPF did to me on April 17th 2025 was an arrest, then it has violated Article 9 Clause 3 of Singapore’s Constitution, because even now more than a year later, I have still not been informed of the reason for my arrest. All I did was cry in public, which is not a crime.

3) SPF arrested me without good cause on July 18th 2024

On July 18th 2024, I was arrested for preventing Phyllis Ngor from leaving my bedroom for ~10 minutes. I had had a 3+ year relationship with her at the time, and she had slept over at my place multiple days per week almost every week during those 3+ years.

She had been suicidal for a year and a half, and the day prior she had shown up to my apartment with 5 clear knife cut marks on each of her wrists. I kept her confined to my bedroom for ~10 minutes in the late afternoon, because she wasn’t acting like her usual self and I was frightened for her life.

During those ~10 minutes, she video called a friend whom I had informed twice, including the day prior, that I was worried for Phyllis’ well-being. This friend of Phyllis then called 999 and told the police that I wasn’t letting Phyllis leave and that she thought Phyllis was in danger.

The rational response would’ve been for SPF to send over two officers to inquire whether the 3rd party’s report had been accurate. Instead, when I returned from a short walk to calm down, I was arrested by almost 10 officers who had no information about what had transpired other than the words of a single 3rd party. I was not allowed to see Phyllis, for whose life I still feared deeply, and I was tossed in jail for a night and taken to the IMH the next day.

Furthermore, Daniel Rouquette and his wife Jane Ng were at my condo together with the police. How they were informed or showed up is a mystery. I strongly suspect that they lied to the officers about me and told them to not let me see Phyllis and lock me up in jail.

There are various other ocassions on which I was mistreated by SPF, and Benny has also refused to investigate a number of other crimes committed against me in Singapore over the past two years, one of which involves the payment company Wise and hacking of my bank account (G/20260416/7051).

Kwang Hwee, I ask that you please look into this matter and ensure that at least my report about my torture is investigated by SPF.

If SPF and other local authorities are unwilling to act, I will have no other option than to go to international human rights organisations, which is something I hope to be able to avoid, because I’ve always really liked Singapore and most of its citizens.

Kind regards,

Frank Lee
