Dear Hsien Loong,

My name is Frank Lee. This letter is regarding a matter incredibly important to Singapore’s future.

I am a long-term admirer of you. When I first moved to Singapore in the summer of 2016, I saw you cry during a speech when you talked about Singapore and Singaporeans. It was then that I gained enormous respect for you, because I could tell you care immensely about this country and its citizens.

I gained further respect for you during COVID, when you admitted that you and the government had made mistakes in how you had handled it. Few leaders do this, even though more should, because admitting that you’re not perfect and have made mistakes builds an incredible amount of trust.

What I am writing you about is the topic of psychiatry. Over the past two years, psychiatry in Singapore has destroyed me, my life, and my relationships. I’ve also seen it cause incredibly harm and hurt to other Singaporeans, and I know that it’s destroying this beautiful country from the inside out.

In July of 2024, I was talking to a Singaporean Chinese girl named Phyllis Ngor about us spending our lives together. We had known each other for over three years, and she was the first person I had ever been able to form an emotional connection with.

She had shared with me in May of that year, that she had been suicidal for a year and a half, and so when she showed up to my place with 10 knife cut marks on July 17th, I became incredibly frightened for her life.

The next day on the 18th, she was not acting like herself at all, and she was emotionally unstable. In the late afternoon I was so scared for her life, that for 10 minutes I kept her in the place she felt safest (my bedroom) with the person she felt safest (me), by preventing her from leaving it in an attempt to calm her down.

During those 10 minutes, she video called her best friend Dalilah, who called 999 and told SPF that I wasn’t letting Phyllis leave and that she thought Phyllis was in danger.

At the end of the 10 minutes, the situation had become so emotionally intense, that I decided to go for a walk and hope Phyllis would be able to calm down by herself.

When I returned, I was greeted by a large number of police officers, who arrested me and tossed me in jail. The only information the police had was a 3rd party’s 999 call stating that I wasn’t letting Phyllis leave my apartment. The police had no direct information about what was actually going on that afternoon, and they refused to listen to me when I told them about the knife cut marks or Phyllis’ suicidality.

I was unable to sleep in jail, because I feared that Phyllis had killed herself and that I was going to be framed for murdering her, because I couldn’t fathom why I had been tossed in jail.

On the 19th, I was brought to the IMH. The psychiatrist, Mark Emmanuel Ramakrishnan, that I spoke to made the decision that I needed to be locked up for Phyllis’ protection as per a later report that the IMH issued on me. However, Mark’s notes, which the IMH attached to an affidavit it filed in a Supreme Court Lawsuit, state that Phyllis told him that I had never done anything to hurt her.

As such, the IMH decided to lock me up for Phyllis’ protection, in spite of she having told them that I had never done anything to hurt her.

During the first four days of my three weeks confinement, I was constantly restrained to beds and injected with brain-altering drugs against my will. I spent every single night by myself restrained to a bed in the hallway attempting to sleep. I’ve never drank coffee, I’ve never smoked, I haven’t drank since 2012, and I had never taken drugs, and so the brain-altering drugs that IMH personnel injected into messed me up terribly and gave me frightening visions.

During the 2nd half of this stay, I was forced to consume brain-altering drugs orally against my will.

After my release, Phyllis and I reconnected and were together for another month and a half, but at the start of October our relationship fell apart. It was clear that people in her life had heard that I had been locked up and designated as a crazy person, and so they were pushing Phyllis to stay away from me.

I also was in a terrible place, and I was unable to put into words to Phyllis the horrors of what I had experienced during my confinement, whereas Phyllis had been told lies by IMH personnel that I was sick and receiving treatment.

On November 21st, I attempted to reconnect with Phyllis and I went to talk to her. After about 15-20 minutes two police officers showed up and separated us. I still don’t know who called the police on us, but it wasn’t Phyllis or I.

That evening, a friend named Daniel Rouquette betrayed me and used lies, pressure tactics, and emotional manipulation to get me confined to the IMH again, after having legally promised via a Form 2 LPA to do everything in his power to keep me out of the IMH.

During this 2nd three weeks confinement to the IMH, I was tortured for my refusal to swallow brain-altering drugs.

On November 25th, I was completely non-violent, yet 20 nurses cornered me, physically overpowered me, restrained me to a bed, ripped my penguin stuffed animal (a birthday present from Phyllis) out of my hands tearing it, and raped psychiatric drugs into me via a syringe. I was left restrained to the bed for the entire afternoon.

On November 26th, the exact same thing was done to me. This time 10-15 nurses restrained me to a bed and raped psychiatric drugs into me via a syringe. This time I was left restrained for 18 hours, over-night, until morning. I was unable to sleep due to the restraints, which constitutes sleep deprivation, which is torture under the United Nations Convention Against Torture and the Geneva Conventions.

On November 27th, the psychiatrist in charge of me named Jiaqian Sun, told me in the pressence of a nurse named Jia, that the IMH would keep doing this to me until I relented and swallowed brain-altering pills.

During this 2nd confinement, Phyllis moved her clothes back into my apartment, she slept at my apartment, she bought a cute figurine for my bedroom with the words “love” and “sad” on it, and she came to visit me twice at the IMH. Phyllis clearly still had feelings for me.

As per its own report, during this time the IMH talked to Phyllis about she setting boundaries with me and applying for a restraining order against me. The IMH has stated that it sees me as its patient and Phyllis as my “love-interest”. In what world do you talk to your patient’s love-interest and tell her to set boundaries with him and apply for a restraining order against him?

After my release, Phyllis met me, but as soon as she heard that I was not planning on taking the brain-altering drugs prescribed to me, her mood flipped and she didn’t talk to me again until February.

On April 17th 2025, I was trying to talk to Phyllis in Raffles Place Plaza. Her Virgin Active colleagues were in between us and preventing us from communicating. I felt so sad about them preventing us from talking, that I ended up sitting down in Raffles Place Plaza and crying in public.

Not long after, police officers showed up. Within minutes, without saying a single thing to me, four police officers aided by two security officers from the nearby mall, pinned me to the ground and put handcuffs on me. Video of this physical assault was later uploaded to Singapore social media with tampered audio and fake subtitles trying to make me look like a lunatic. This altered video was seen by half a million Singaporeans.

I was then transported straight to the IMH by two police officers, one of whom was named Rafael Lee.

If what was done to me by SPF on April 17th 2025 was arrest, it has violated Article 9 Clause 3 of Singapore’s Constitution, because to this day I have not been informed of the reason for my arrest, and I have no idea what it could be, because crying in public is not a crime in Singapore.

I was again confined to the IMH for three weeks. During this third confinement I was completely cut off from the outside world. I was neither allowed to use a phone, nor allowed to have visitors. I wasn’t even allowed to use the ward phone to call my emergency contact, Phyllis.

During these three weeks I was again restrained to beds and injected with brain-altering drugs. This time the torture was so severe, I can’t possibly convey to you what I went through, especially not using words. But I know that on the night of April 26th 2025, I suffered more intensely than any human being ever has, and it’s not even close.

When I was released on May 5th and reached my apartment, Phyllis was packing up her things to leave. She had once again stayed at my apartment during my confinement, sleeping in the guest bedroom. Phyllis blocked me on texting apps in the weeks after.

During this period from July 19th 2024 to May 5th 2025, all but one of my relationships disappeared. I only have one friend left from before July 19th 2024. I was destroyed. My life was destroyed. And my relationships were destroyed.

On April 16th 2026, I filed 26 police reports about the above and various others crimes that were committed against me during the same period. The police has refused to investigate any of these police reports, not even the reports about the most severe crimes, such as hacking of my bank account, and torture.

I sent a letter to the Kwang Hwee How, Commissioner of SPF, on June 3rd. It was referred to Central Division for “follow up”. I hope to hear something back.

I also filed a lawsuit in Singapore’s Supreme Court on February 4th, and refiled on April 6th after making some adjustments.

Through this lawsuit, instead of suing Singapore for financial compensation, which does not exist, I’ve been trying to put a stop to the severe harm and hurt psychiatry is causing Singaporeans.

My story may be especially severe, but I know that many Singaporeans share stories similar to my. I saw similar attrocities committed against Singaporeans during my confinements. At any given point in time, hundreds of Singaporeans are deprived of their most basic liberties and subjected to involuntary brain alteration daily.

In this lawsuit, I put up SGD10M of my own money to put an end to these illegal and unconstitutional psychiatric practices in Singapore. However, in spite of the existence of HARD PROOF that I was wrongfully, illegally, and unconstitutionally confined, my entire lawsuit was struck out on May 21st during a fake hearing.

At the end of the 2-3 hour hearing, Judge Andre Maniam immediately read a lengthy 15-20 minute judgment, which clearly had been prepared ahead of time. Not only this, but I checked Judge Andre’s schedule, and he had four other hearings in the same week for four other cases. There is absolutely no way that he himself read through all my case’s filings and wrote this judgement.

Optimistically, what happened is that another unidentified Supreme Court employee wrote a judgment, causing Judge Andre to go into the hearing biased, he not hearing enough to overthrow the pre-prepared judgment, and he passing off someone else’s judgement as his own.

Much more likely, there is corruption at the Singapore Supreme Court, and some employees are conspiring to save psychiatry from an indefensible lawsuit that, if it were to become public, would spell the end of psychiatry in Singapore, and likely eventually worldwide.

I wrote a letter to Chief Justice Sundaresh Menon on June 8th regarding this matter, but I have not heard back yet.

I have further written a letter to Attorney-General Lucien Wong on June 8th, because what is going on at the IMH is in violation of a number of Singapore’s laws and its Constitution. And a letter to Minister of Health Ye Kung Ong on June 9th, explaining how psychiatry is severely detrimental to the health of Singaporeans. I have not heard back yet about either of these letters.

I also delivered a letter with a 41-page affidavit to the Ministry of Health on March 18th, delivered court documents on April 14th, and talked to two MoH employees from its quality department named Jessica and Gutha on June 2nd. But I have not received responses to any of these attempts of I to communicate with the MoH.

There are many more details to my gruesome story and to what psychiatry is doing to Singaporeans.

I’ve loved Singapore since I first moved here in 2016, even though I had to leave in 2017 and wasn’t able to return until 2020. Although I had already wanted to change my name for some time, I decided to change my last name to “Lee” because I saw Singapore as my long-term home, and out of respect for what you and your father have built here.

At this point, I am very close to exhausting all local options to resolve all of this, at which point I will have no other option than to go to international human rights organisations. I already contacted the Dutch embassy yesterday to see if there’s anything they can do.

I don’t want to fight Singapore, but if Singapore sides with psychiatry, prevents me from communicating the truth to Phyllis who has been lied to, and continues to allow psychiatry to harm its citizens, I will fight Singapore to the death.

I have NOTHING left. I will spend the rest of my entire life fighting for what’s right, and especially for Phyllis.

I beg you to use what influence and power you have in Singapore to investigate this matter. This is undeniably the most important thing going on in Singapore right now, because it involves thousands of Singaporeans being locked up and altered against their wills in a psychiatric facility each year.

Kind regards,

Frank Lee

P.S. If it’s helpful to you, I can provide further documents explaining my situation and exactly how destructive psychiatry is to Singaporeans and thereby Singapore. Among other court documents, I have a 135-page Statement of Claim detailing everything that was done to me, which includes a 41-page affidavit I’ve titled “The Truth About Psychiatry”, and I have another 248-page affidavit containing evidence and copies of my police reports.
